Job Description
The Packaging and Transportation Engineer serves as the subject matter expert responsible for ensuring that all packaging used to ship materials, including hazardous materials, to and from the TRISO‑X fuel fabrication facility is compliant with applicable domestic and international transportation regulations. This position provides the engineering authority for package selection, qualification, and use — including packages for special nuclear material (SNM), radioactive material, hazardous waste, and general freight — and ensures that shipments are prepared, classified, documented, and executed in full conformance with regulatory requirements. The role is essential to maintaining safe, compliant, and uninterrupted movement of materials, including hazardous materials, in support of the fuel fabrication mission.
While performing the duties of this job, the individual must meet physical standards (e.g. be able to talk, hear, walk, and move consistently throughout the day). Workers may be subject to high temperatures, noises, and vibrations from generating equipment and may be subject to the handling of and exposure to hazardous and radioactive materials. Work may involve extended periods of standing, frequent bending/stooping, repetitive hand/arm movements, and movements requiring fine motor control.
This position is based on‑site in Oak Ridge, Tennessee, and works up to a 5‑day‑per‑week, on‑site schedule
Job Profile Tasks/Responsibilities:
- Serve as the facility subject matter expert (SME) for packaging and transportation, providing authoritative technical guidance on package selection, qualification, and compliant use.
- Ensure all packaging used for shipments is compliant with applicable domestic regulations, including U.S. DOT Hazardous Materials Regulations (49 CFR Parts 171–180) and NRC packaging and transportation requirements (10 CFR Part 71).
- Ensure all international shipments comply with applicable international regulations and standards, including the IAEA Regulations for the Safe Transport of Radioactive Material (SSR‑6), IATA Dangerous Goods Regulations, and the IMDG Code, as applicable to mode of transport.
- Maintain active awareness of packaging certificate status and expiration dates — including NRC/DOT Certificates of Compliance for fissile-material packages and applicable Competent Authority Certificates — and initiate renewal, revalidation, or replacement actions in advance of expiration to prevent any lapse in authorized packaging.
- Determine proper classification, marking, labeling, placarding, and shipping documentation for radioactive, fissile, hazardous, and mixed-waste shipments.
- Review and approve shipping papers, package loading, and closure to ensure conformance with the applicable package Certificate of Compliance and its approved contents and operating conditions.
- Verify that packages are used, loaded, closed, and maintained in accordance with their approved certificate, safety analysis report (SAR), and associated operating procedures.
- Interface with carriers, freight forwarders, and consignees to ensure compliant and efficient domestic and international shipments.
- Support regulatory requirements applicable to the staging, packaging, and shipment of SNM and radioactive material.
- Develop, review, and maintain packaging and transportation procedures, work instructions, and training materials.
- Serve as SME for packaging and transportation matters during audits, assessments, and inspections by internal auditing programs and external regulatory agencies (NRC, DOT, and international competent authorities).
- As requested, support inspection of packages and coordinate resolution of any nonconforming or damaged packaging.
- Determine correct classification and packaging for the full range of TRISO-X waste streams, working with Regulatory staff — low-level radioactive, hazardous, and mixed (hazardous + radioactive) waste — including LLW class (A/B/C) determination and waste-form/stability requirements.
Job Profile Minimum Qualifications:
Required:
- Bachelor's degree in engineering or a related science or technical field.
- Minimum of 5 years of professional experience in packaging and transportation of hazardous and/or radioactive materials, or a closely related function within a regulated nuclear, chemical, or manufacturing environment.
- Demonstrated working knowledge of U.S. DOT Hazardous Materials Regulations (49 CFR Parts 171–180) and NRC transportation requirements (10 CFR Part 71).
- Experience with package qualification and the use, control, and tracking of packaging certificates/approvals (Certificates of Compliance and/or Competent Authority Certificates).
- Working knowledge of RCRA hazardous-waste regulations (40 CFR Parts 260–268/273 and applicable State of Tennessee requirements) and mixed-waste management, in addition to DOT/NRC transport rules.
- Experience preparing waste manifests and applying waste acceptance criteria for shipments to licensed disposal facilities.
- Ability to make sound, conservative decisions and manage multiple competing priorities and shipment schedules simultaneously.
- Ability to work an on‑site, 5‑day‑per‑week schedule in Oak Ridge, TN with periods of significant overtime.
Preferred:
- Advanced degree in engineering, a physical science, or a related field.
- Current DOT/IATA/IMDG hazardous materials / dangerous goods shipping certification(s) or hazmat employee training credentials.
- Demonstrated working knowledge of international transportation regulations for dangerous/radioactive goods (e.g., IAEA SSR‑6, IATA, IMDG).
- Direct experience shipping special nuclear material, fissile material, or Type B packages.
- Experience within nuclear fuel cycle operations, nuclear manufacturing, or TRISO fuel production.
- Familiarity with low-level radioactive waste classification (10 CFR 61.55) and disposal-site WAC (e.g., a licensed LLW disposal facility).
- DOT/RCRA/RAM waste shipping certification or hazardous-waste generator training (e.g., RCRA generator, DOT hazmat for waste).
- Experience with mixed-waste treatment/disposal pathways and land-disposal restrictions.
- Experience preparing or supporting package licensing actions with the NRC or international competent authorities.
- Experience interfacing with carriers, freight forwarders, and customs for international shipments.
- Working knowledge of export control requirements as applied to international shipments.

Compensation

Offers within the posted salary range are commensurate with the individual’s qualifications for the position, along with a view on internal equity, market data, and room for growth. The salary range for this position is:
$112,875 - $149,625
